So two things first: number one, if you blatantly tell him that you're romantically interested, it takes him a long time to figure out if it's reciprocated. Like, possibly months. So if you get to a point where you want to tell him, you have to be patient.
But the more important thing for you, I think, is that once he decides he's romantically interested, he goes all in. And I mean all in. I just worry that a fully intense romantic experience would be kind of a lot for you. So if you're just looking to dip your toe into dating, I'd advise sticking with a close friendship until you're really sure you can do the head over heels romantic thing.
--Which I don't say to be discouraging, really. I just worry about where you are with the combination of knowing how he gets.
All that said, I can definitely give you some thoughts on how to just be closer in general, but I wanted to give those disclaimers upfront. If you're not all in for him it would be a terrible idea to admit that you're having romantic feelings.

When he gets there he'll find Saya waiting outside the door. Wearing a serene smile which he hasn't seen in so, so long. She has a cute sundress on rather than lounging clothes. She lights up when she sees her husband.
"Flatterer." It's a common accusation and sounds much like their old banter from before she had an impossibly hard year.
"I have a gift for you." She opens the door too... ZRAEL's storm room. A nest of pillows on the floor in lieu of a bed and a starry night sky above, with gentle thunder in the distance.
"Since I'm finally feeling better, I wanted to reconnect. And where better to do that then where we fell in love?" Most of Imeeji was terrible, but this place was a refuge.
She could kill whoever that was. But she won't ask, since there are more important matters at hand.
Her arms move around him and she holds him tight. "Feel me. My arms around you. My heartbeat against your chest. My breath tickling your ear. You're real. You're here."
They can talk about it of course, but first comes reassurance.
"You're real. You're a person. You're the one I love. We have a future together, a long and happy one." She isn't always one for such optimism, but this seems like the time to bring it out.
